Interesting that there is a legal station operating on 3375 kHz in the 90 meter band - as that frequency has been used by pirate stations in the past....since the station in question was off the air the frequency was clear

3.5 kW is pretty good for a regional tropical band station - 3500 watts at 100% modulation = 875 watts carrier power (or power at 0% modulation unmodulated carrier).

Given the results low power pirate stations have gotten on 90 meters, 3.5kW should certainly work well.
