1823 a skit ?
1831 typical music from old time, 1832 fading out, 1834 trace

(1917 not even a trace, no signal at all)

From Kris in Poland:
"Today (10 Nov.) at 2000 UTC,  channel is clean and SINPO 45444"


So that station is clearly not in Eastern Europe.

Last Sunday, Charleston Radio was on in the daytime. Try also on Sunday 11th november and later.
