That list is not an official document from the Dutch authorities.
BTW, are the Dutch authorities publishing an official list of licensed SW stations ?

They probably do publish a list but I can’t find it if they do. That list is is based on HFCC registrations, which should be very accurate. Everything I can find online says Radio Onda is a legal station. WRTH 2022 also lists the station. I see no reason to doubt that it is legal.

Radio Onda seems to be a legal station in Belgium,
with only a DAB channel there,
and unknown schedule.

The SW TX in the Netherlands is not called Radio Onda, I think, but some other name I don't know. Is that other station responsible for the contents, or just a technical provider ?

I believe they just provide the shortwave relay. Since the transmitter seems to be licensed to the same group as the DAB channel and only carriers radio Onda’s programming, it may be called radio Onda. “Radio Onda started broadcasting on shortwave in January 2020 using a 500 watt transmitter located not in Belgium, but rather in Borculo in neighbouring The Netherlands. Julio says it was impossible to receive a licence to operate on shortwave in Belgium so instead he opted for The Netherlands, eventually becoming the first private legal shortwave station in the country. As everybody know, The Netherlands is a paradise for illegal pirate shortwave stations though so certainly not the first shortwave station in the country!”
