It just occurred to me that from the I/Q data you could probably generate some sort of "static level" metric, by looking at the signal energy on an unused frequency. Or maybe average a few such frequencies.  Or maybe just over the entire band, yes you'd see the signals in there also but perhaps the static would dominate?

Measuring the noise level is a great idea. How hard will it to be factor in the very brief lightning static?

Should certainly be a bunch of frequencies across the entire DGPS band, and a method to determine if there's a signal or RFI on it vs real noise.
