966k KHZ @ 23:41 UTC in French.   Neither EIBI nor Short-Wave. Info shows anything in French at this time/frequency  but Shortwave Schedules Premium shows this in French to West Africa until 24:00.  Young man ranting in French until switch to strange non-melodic music at 24:50.
