Had been away from the radios for a couple of days, and was just setting up when this came up.  It was very weak, and just a faint smear on the waterfall.  I initially thought this to be USB, but realized that it was possibly a DSB w/o carrier, and poss centered around 6924.2.  

Heard some unid offtuned mx at 2310 while I was trying to find a tuning for it.  At 2311 there was an OM announcement which seemed to be "...this has been a public service of Radio ..."  Off just before 2312.

Listening again to the audio from Chris's logging here ( http://www.hfunderground.com/board/index.php/topic,8839.0.html ) the accent seems to be very similar.  I wonder if these are related?
