That's not in a ham band. Very likely a spy numbers or utility station.
The ham bands (in the USA) are:
1800-2000 kHz
3500-4000 kHz
5332, 5348, 5358.5, 5373, 5405 kHz (five frequencies in the 60-meter band)
7000-7300 kHz
10100-10150 kHz
14000-14350 kHz
18068-18168 kHz
21000-21450 kHz
24890-24990 kHz
28000-29700 kHz
Sometimes you will hear anomalies in the ham bands that are not amateur signals. There are also segments of the ham bands used for various digital modes, so if you hear strange signals around e.g. 14070 you're probably hearing PSK31, Hellschreiber, MFSK16, Olivia, etc.
Outside the ham bands there are always strange and curious things to hear!
