RFA ??  11550 KHZ @ 17:16  is scheduled for this time in Korean with OM monologue but if this is Korean its a dialect I'm not familiar with.

Just tuned in & can hear male talking but signal too weak with moocho static/noise, will not even attempt to guess language since moi is proficent in English only, Kapeesh?
add.: What's up with all the statickee noise? Is Our sun, dare I say it, on the rag?   ::)

Don't know re: the PNW but here in Wisconsin there's been. plethora of static crash bashing for about the last 5 To 7 days. mostly in the 19 AND 22 meter bands. no idea why.
