Very strong in Spanish on 9490 KHZ @ 02:31 with 2 male interview. 

SINPO: 4-4-4-5-4

TX:  150 KW out of Issoudun, France.

ive heard this one up here, often fairly to totally unencumbered by the cooban jammy jam jammer masheen but my friend in mobile, alabama hears mostly the jammer
