All India Radio was making its way, probably over the N. Pole, on 11.670 @ 1955utc, & later a better signal @ 2115. Intended for U. K. & Western Europe, my guess it's better E. of the Rocky's.

It is better east of the Rocky's.  I'm in Wisconsin, and AIR on 11670 is very clearly heard more often than not.  I had it absolutely booming in, SINPO 55555, the other evening.

Interesting. Have you tried 9.425 especially & 9.470 occasionally? Last year around winter they were pretty reliable but so far not this year. You can find frequ. time location xmit. listings @http://allindiaradio.gov.in/Profile/Radio%20Network. The above two frequ.'s are under "Other Services" then "National Channel" to get times, which are local. My guess is they hop over the North Pole. Not too sure about 11.67 though.
