HF Mystery Signals / Digital Signals around CB channels 24 & 25 LSB - 27235Mhz and 27245Mhz

Anybody know what these digital signals are around 27233.50 Mhz and 27236.50 Mhz LSB?  There are a lot of them.
Then there are a ton of signals around 27243.50 Mhz and 27246.50 Mhz LSB as well with a lot of traffic.   

I tried WSJTX, FLDIGI, JS8CALL, ROS, and MULTISPK but couldn't decode these, but maybe I wasn't patient enough.
Any ideas?
