The RF Workbench / Help with an FM Jammer

I need a bit of guidance with my latest RF project and it's something I cant really ask my Ham buddies about.

I built this VHF Jammer as a gift for my sister, she works in a small office with a colleague who likes to play the radio too loud.
Long story short; the guy is a jerk and wont turn it down and the HR officer is the guys buddy and isn't really doing anything about it.
As a caring brother this situation makes my blood boil so I've decided to help her.

I prototyped the circuit on perfboard, it worked but with a lot of frequency drift.
Next I designedand etched a simple PCB and soldered it all together.



Problem is it still has really bad drift.
This is the first PCB i have designed for an RF project so I am wondering if I did something obviously wrong.
I would appreciate any input I can get here.

Hey folks,

I'll be setting up my first Beverage sometime this week (when the wire spool finally arrives).
I've read through many resources, Including W8JI's construction manual and the ARRL Low Band DXing book.

However, these books are written by Hams for Hams.
I am not interested in listening to bored retires talk about their grand kids
and their glaucoma medications ::), I want to use it to listen to Pirates.
Does anyone in the Pirate community have any piraty tips for me?

Would a jolly roger help?

Should I use discarded peg legs for supports?

Islands of Resistance, a good read about pirate radio in Canada,

If your not to sure where Canada is take a look at your map.
We're the slightly larger one that's on top of you. If this were prison we'd be the butch. 
Alaska is just there so we can give the reach around, Canadians are polite like that.  ;)
