Other / Odd flute sound on 4020khz

So i was tuning around sw last night around 1 o'clock and i came across an odd sound that sounded like some kind of flute on 4020kHz. So i recorded it and uploaded it and now i'm wondering, what is it? Can anybody identify it?  http://www.youtube.com/watch?v=fKFJ05Qb5GA&feature=youtu.be You might have to strain your ears to hear it.
