Talk format at 0808z. SIO 321. Airspy HF+D and 148' loop-on-ground. DSB tuning. Very tough copy here.

Tentative, as it sounds like English language at times, though the audio is right at the edge of the noise floor.

Radio ELWA originates from Monrovia, Liberia. Reportedly 1KW.
