USAF HFGCS message at 20 MHz?

I'm posting this separately from the main log diary since I've never seen this before. I found an apparent EAM on WWV's frequency of 20 MHz (20000 kHz USB) just today at 2124 UTC.

I am not sure what that transmission was all about but do not believe it to be an authentic HFGCS message.

Going through several passes of audio restoration I was able to recover the majority of the message.

THIS COMPLETES MESSAGE OF 36 CHARACTERS
THIS IS ? OUT

There are a few reasons why I do not believe this message to be authentic.

a.   The literal phonetic reading of the numbers / characters;
b.   The use of the figure 0 (zero) and 1 (one); and
b.   The call sign used.

None the less, an interesting catch. Thanks for sharing.

Interesting recording.  Sounds like a spoof to me also.
Default RX location is Wisconsin using various wire antennas. Other RX will be noted.

Nice find, wish I had recorded it.

Sounds faked / pirate / hoax to me.  In addition to all the reasons ~SIGINT~ points out, it just sounds wrong and forced.  And the voice is synthetic, something you don't find on HFGCS.

And that leads me to why I wish I had recorded it.  I have lots of faked / hoax signals in my recordings, but never faked HFGCS traffic.
