I was getting an excellent signal at the above time, SIO 555 or close enough, for my first decent copy of KBS's sole North American directed broadcast in English this season. I know from checking various online SDR's (especially in the east where the sun's higher, and good ones right on the Pacific coast such as KPH's kiwi SDR) that it's come in to other American QTH's for a while, but it's only been a carrier with occasional traces of audio for about a month now. Recent solar storms causing blackouts in the Arctic latitudes haven't helped either.
