K 4 mc beacon

Tonight at 0330 utc I'm copying K  sent with very little space between IDs but easy to copy.
Freq. 4070.3...the last dash in the letter K hangs a little longer then the first dash  ...kind of a Texas drawl.

It could be a Russian Naval marker/cluster beacon, if that is the only thing being sent is "K"? 

"K" is Petropavlosk Kamchatsky in Russia, normally there are some Russian single letter beacons published on 4.043MHz CW, but they do pop up in other places from time to time.
