A hint on catching these guys is to use am mode. The main carrier is at the center of the working freq and will always stop the scanner in am mode on this signal. If you scan with wide or narrow fm the scanner will typically blow right past the sig on a default squelch setting. Once you find the sig, lock the scanner on freq and then open the squelch so you can try nfm and wfm modes to see what you get. I typically only use am mode however, using slope detection via the am modulator on the wideband (60khz) fm signal thus missing out on most of the signal as most am filters in typical scanners are only some 15 to 30Khz wide, but am allows you to 1) pick up the signal easily even when weak, and 2) to demod the orderwire pair at the carrier of the fm signal. Well, since you're using am and the orderwire voice traffic is always ssb you're listening to ssb with an am demodulator, but you can still follow along with some difficulty. A sdr system will be much more versatile.
