9+40 here which is as far as my meter goes up to........
Using my 7.7 antenna on RX.

Using my 7.7 antenna on RX.

I'm fairly sure that the broadcast was from 100 kw legal transmitter in Nauen, Brandenburg near Berlin.  So, I would class it as a legal broadcast from Germany by a group or person from the pirate radio scene, who hired the transmitter time

I also got a high signal strength of 9+20 db here

Antennas: Multi-band doublet for 80 to 10m HF and vertical groundplane
RX: Kenwood R-2000
QTH: Northern England
