Apparently Puzzle Radio with Morse on 6933 kHz CW, at 2109 UTC, 4 July, 2019.

Signal is up and down, so not catching much of the Morse, but caught some clear text in plain language that mentioned THE HIGHEST STANDARDS FOR THE BETTERMENT OF ALL MANKIND and latter the signal came up nice and clean but was clearly not plain text, it appeared as random letters, I assume a puzzle.  Then caught part of an ID, PUZZLE RADIO.

Signal still there but not strong 2130 UTC.
