Heard last night on my portable setup. I had been scanning the band so likely started within a few minutes of 0105 UTC. Man giving the weather in Spanish for various regions in Mexico, many mentions of Yucatán. Not sure if it was land or nautical weather. Ended at 0114 UTC. Very similar to the “Peskie Weather Report” previously heard on 6820 USB but I didn’t hear any stations respond at the end (possibly just due to my location).

Interesting!  I just checked my SDR recording and I had it here. Mostly fair copy, not super strong.

Nice catch!

Makes me wonder if these guys are related to operations related in the Gulf of Mexico or elsewhere, otherwise...if they were land based, a weather report doesn't make much sense.

Could also be somewhere in the Caribbean.  I know Cuban civil defense uses (or used?) frequencies in the 6765 kHz - 7000 kHz range for disaster communications and training for the same.  Interesting frequency 6969.5 kHz (I've seen 6969.6 kHz in use before, another easy to remember frequency).

U.S. East Coast, various HF/VHF/UHF radios/transceivers/scanners/receivers - land mobile system operator - focus on VHF/UHF and 11m

Last night and tonight I was listened this frequency from 0103 to 0116 UTC. Mention "SEMAR" Secretaria de Marina, but I ask to some Mexican Dxers and they say Its a Tampico Radio, although it is not identified at either the beginning or the end

Sounds like a marine / maritime mobile / fixed service station, that is, a shore station that ships/boats at sea communicate with and/or receive weather broadcasts from.  Coast station is the common term.  Station class MC (in the U.S. anyway).

A Google search for inquiries like "Tampico Radio 6969.5", "Tampico Radio 6969.5 kHz" and "Tampico Radio 6969.5 USB"  (source of this info appears to be Spanish language DXer posts, including on Facebook) reveals the following information about Tampico Radio on 6969.5 kHz USB 6.9695 MHz USB

Operator Identification: While traditionally associated with the coastal station Tampico Radio (which historically broadcasts daily bulletins on other marine bands such as 8514 kHz USB), DXing communities frequently debate whether this specific frequency is officially run by the Mexican Navy (SEMAR). This uncertainty arises because transmissions rarely feature an official callsign identification at the beginning or end of the broadcast.

Schedule & Tracking: DX radio listeners regularly log transmissions around 01:00–01:16 UTC. The station often announces its next scheduled broadcast for 08:00 local time (14:00 UTC)

Content: The transmission provides coastal region forecasts and weather conditions for the Gulf of Mexico and the Yucatán Peninsula. It frequently relays information sourced from the National Hurricane Center in Miami
