The Newport News/Virginia Beach TIS network is apparently on 1680 kHz, or at least that's what VDOT is licensed for under WQOQ385 - six fixed 10 watt transmitters on 1680 AM. The majority of state-run TIS stations in Virginia are on 530 kHz, 1610 kHz or 1620 kHz - with the oddball license KNJR841 for two 10 watt transmitters on 610 kHz (one in Norfolk and the other in Newport News).
I can't find anything in the FCC DB in Virginia for 1710 kHz, however the City of Newport News is licensed for 1700 kHz under WQXY509 for four 10 watt transmitters on 1700 AM - which would explain why that doesn't show up under the VDOT system since its operated by the city and not the state.
