WRMI uses this frequency, but between your description of the broadcast and the fact that WRMI doesn't list any transmission until 2300, it's possible that it's not them either. But given the fact that this is outside the normally defined 41m broadcast band making other stations unlikely, it could be WRMI.

I don't pay much attention to it, as I can rarely understand their content, but they've got a flamethrower of a signal in the Upper South of the U.S.

My guess would be WRMI, as MDK suggested.
