The actual frequency seems to be 27891.2 kHz.

Weak audio, just tuned in. Looks like the carrier came on at 1330z. Heard what sounded like two OMs talking at around 1354z.
Off at 1426 UTC. No ID heard.

This was confirmed as Metro Radio International by the op.

MEXICO CITY (AP) - Mexican navy personnel say they have found a radio communications network operated by a drug cartel, complete with a 300-foot (90-meter) transmission tower.

The navy says the radio equipment and several towers were found in the Gulf coast state of Veracruz. The system reached into the neighboring state of Tamaulipas.

Fading in and out, sounds like the end of a Catholic Mass, and the priest has a slight Irish accent, so I am guessing Ireland. I have heard of these church service relays on 27 MHz, but never actually heard one before.
