Another data point: I just now found it also on 13.685 MHz, with identical programming.  Slightly weaker on this frequency, but the same audio feed.

For the last 2 days I've been hearing an unusual signal around 13.100 MHz.  I've had limited success demodulating it.  I can only recover audio using FM.  It is distorted and appears to be over modulated.  However, the waveform does not look like an FM signal on my SDR. 

It sounds like a female voice, perhaps in Spanish, playing a short repetitious loop that seems like it would be appropriate in a casino at some type of gaming machine.  Think in terms of a repetitive loop to capture the attention of passers by.

It drifts from 13099 to 13114 kHz. 

My QTH is Northern Michigan. I haven't yet been able to observe its propagation outside of daylight hours, but will this evening.

At the time of this writing, 2030 UTC, it is at -85 dBm.  I'm using a Perseus, in combination with a 35' LNV with a transimpedance amplifier at its base.

Someone will no doubt ask, so be advised, it is not the aeronautical mobile weather service transmitting in sideband a few kHz lower.

If anyone else is able to hear this signal, I would appreciate your observations and input.

 Ct Yankee - yes I noted the possibility of 9535 as the source, but it is not shown active right now.  I have a carrier on that frequency but can't recover enough audio to ID it.

Can you hear RHC on 9535?

Follow-up:

I checked 15370, which is shown as currently active for R.H.C., and it is the same audio feed but sounds raspy - perhaps over modulated a bit.

The modulation on 15370 does not appear to be symmetrical on my SDR, but it's hard to tell if that is a transmitter fault, or due to selective fading.

Anyone else hearing R. Habana on 28605 Khz, AM mode?

Currently receiving this, here in northern Michigan at 2140Z.

I see they have a 9535 transmitter but it is not shown as on-ar at https://www.short-wave.info/index.php right now.

WWL is on tonight speculating about restoration of the power system and it's clear none of the participants knows anything about power generation or distribution.   

From my listening sessions this week they have been on-air throughout the hurricane.

The Wobbler is doing its thing again tonight with a slow QSB adding to its oddness.

If anyone wants to catch it in action, tonight is the night.  It is peaking up nicely over WWL

171 is a trace on the SDR - no real audio.  But 252 is as you describe.

New night; new propagation.

171 and 252 are riding a QSB seesaw tonight here in chilly northern Michigan.

They are alternating with nice enough signals to make me hit the record button.

Hope I have enough of those megabytes left on that external hard drive thing.

All,  if you check and hear nothing try again in a few minutes.  I am seeing much QSB on LWBC tonight.

252 is well copied but 171 is nonexistent now, at 0200Z.

Get those vacuum tubes warmed up, folks.  Both 252 and 171 are nicely audible now.

Confirmed 252 is Alger Chaine 3 from their web stream.

Say, where was this internet thing, back when we only had White's Radio Log?  Or if you heard some really odd signal on SW, you could only wait 3 months for the Utility column in Popular Electronics - in the hope someone else heard it also, and took the time to write in.

Admit it - got you other Old Timers thinking back, didn't I?

This might be an interesting evening.

171 Morocco is at -75 dBm on peaks, and 252 (presumed Algeria at this point), is coming up.

It's a few minutes before local sunset here in cold northern Michigan.

171 R. Medi Morocco is decently audible here, at 0408Z.

198 BBC also.  252 is oddly nil.
