HF Mystery Signals / 13100 +/- Khz mystery signal

For the last 2 days I've been hearing an unusual signal around 13.100 MHz.  I've had limited success demodulating it.  I can only recover audio using FM.  It is distorted and appears to be over modulated.  However, the waveform does not look like an FM signal on my SDR. 

It sounds like a female voice, perhaps in Spanish, playing a short repetitious loop that seems like it would be appropriate in a casino at some type of gaming machine.  Think in terms of a repetitive loop to capture the attention of passers by.

It drifts from 13099 to 13114 kHz. 

My QTH is Northern Michigan. I haven't yet been able to observe its propagation outside of daylight hours, but will this evening.

At the time of this writing, 2030 UTC, it is at -85 dBm.  I'm using a Perseus, in combination with a 35' LNV with a transimpedance amplifier at its base.

Someone will no doubt ask, so be advised, it is not the aeronautical mobile weather service transmitting in sideband a few kHz lower.

If anyone else is able to hear this signal, I would appreciate your observations and input.

Anyone else hearing R. Habana on 28605 Khz, AM mode?

Currently receiving this, here in northern Michigan at 2140Z.

I see they have a 9535 transmitter but it is not shown as on-ar at https://www.short-wave.info/index.php right now.

171 Morocco is at -75 dBm on peaks, and 252 (presumed Algeria at this point), is coming up.

It's a few minutes before local sunset here in cold northern Michigan.

171 R. Medi Morocco is decently audible here, at 0408Z.

198 BBC also.  252 is oddly nil.

Longwave Loggings / Russian Alpha's

At my local sunrise the last couple mornings I've been hearing the Russian Alpha navigation transmitter on 14.88 Khz.

That is an exceptionally rare experience here at my Michigan QTH.

I'm presuming it is some sunrise enhancement of the D-layer, similar to grey line on the HF bands.  If anyone has a VLF propagation resource that might explain it, please share.

171 Morocco fading in and out.  Mostly out.

189 Iceland - fair to good copy.  Unusual to see them at all this early in the evening.

198 BBC is conspicuously absent.

252 Algeria is the best tonight, with a nice signal at about -80 dBm.

I'm hearing music on 153 Khz, so will repost my earlier question.   Who occupies that channel, now?  I assume not Algeria as their modulation level was always so low as to rarely produce audio in spite of decent carrier strengths (that in the past).  Is this Romania?

Longwave Loggings / LWBC in MICHIGAN - who is on 153 Kc?

Some years ago when I started listening to LWBC R. Algeria inhabited 153 Kc.  But, their modulation level was always so low that in spite of a massive carrier they were not listenable.  Kind of the exact opposite of R. Havana Cuba, on SW.  Then I seem to recall they went dark.  So I stopped checking.

Anyway, for some reason tonight I take a quick look and a station is there, and even with a decent signal for a while. 

Who is it?

I'm pretty sure I'm hearing two LW BC stations on 252 Kc right now (0239Z).

Thoughts as to sources, anyone?  Both are pretty weak but I would figure one to be Algeria?  Music sounds like AA chant. I'll try to catch the announcer's language.

198 is making a show again tonight and DIW is very weak, again.

183 is in there.  171 only a carrier.

I'm not sure I've ever heard 198 BBC as strong as it is tonight (-74 dBm) - nor DIW as weak.

It's enough opposite the usual balance here, to make the BBC program audio nicely heard. 

So maybe the NDB guys want to look for some unusual targets this evening?

183 is there but not strong.  171 is weak.

171         R. Medi is at -75dBm (in other words - a very good signal).
183         Europe 1 on its odd non 9 Kc spaced channel is at - 87 dBm. 
252         Algeria is competing with the NDB's and actually winning, for right now,

Signal levels on all 3 are producing decent audio.

LWBC shows 171 with a nice signal; 189 very listenable (rare for Michigan); nil 252

MW BCB with many carriers visible tonight.  I don't usually give much note to carriers but it is interesting there are so many visible.
