Sounds like their TX does not have enough power "headroom" for full AM modulation, as there is low AF distortion. The solution is to bring down carrier power to a quarter of maximum achievable peak envelope power in the transmitter.

The shortwave spectrum or HF is from 3 Mhz (approx. 100m) upto 30 Mhz (approx. 10m).
Below 3Mhz is MF and above 30 Mhz is VHF
