Spanish language AM broadcast station on ~2940.1. Small possibility of being a harmonic, but it's far too clear. Not sure if it's BC (not in BC band) or pirate (odd frequency).
Sounds like a talk show program. Possibly Cuban?
About S9-S9+10dB into Syracuse NY. Around S9 or so on kiwiSDRs in Florida and Dominican Republic.

Update - possibly Colombian accent. Very loud on a kiwiSDR in Bonaire at 0400z 2/22/19

On for a minute or two then off. DSB, suppressed LSB. S9+10-20 here, great wide audio. Mix Radio?
Carrier now at 0255z.
Off, then music back on DSB at 0257. Smooth chill jazz fusion sorta stuff...then off again, QSY'd to 4140. on and off and on and off and still off...
Back with 13kHz wide USB 0318 - up to 15kHz wide, but signal is more around S8-S9.
Back to +20 at 0323. Sounds excellent, but maybe a little bit much on the highs.
Off at 0343z.
Back again around 0405z.
Carrier now at 0255z.
Off, then music back on DSB at 0257. Smooth chill jazz fusion sorta stuff...then off again, QSY'd to 4140. on and off and on and off and still off...
