4030 KHZ USB

I was doing a scan in the 400 mhz band and came across some audio,
This has been said 4 or 5 times in the last 15 minutes= This is a directive net, ALFA, ALFA, ROMEO, KELO BRAVO OUT.

dose anyone know who this is,
