Sounds like the Korean language to me. SBA Radio Riyadh is supposed to be on this frequency at this time as well but I'd say it's Nippon No Kaze.

MDK2 that's what I was thinking that's why I said Tent. because i'm not sure which one. I think the language is close.

If definitely doesn't sound Arabic. I'm a bit surprised that I can't get any signal here, because those broadcasts are among the ones I can reliably pick up every day, but it turns out it's transmitting from Tashkent and not Taiwan so that explains things. It could be that Riyadh isn't actually broadcasting as well, or that it's relatively low power since EIBI says it's targeting Yemen.

Saudi hasnt been on 9650 in over 9 months.     They havent been on 15170 in nearly 6 months and have been missing fromn 9675 for 3 months or so
