but maybe another station underneath (hard to tell, with much noise from storms)

edit : will leave that here for a moment, so anyone sees that Chinese stations are sometimes very surprising
(and 6280 is often used by pirates too)

This is probably Sound of Hope Xi Wang Zhi Sheng from Miaoli, China and jamming on top of it.  I believed I received  once while on the west coast of the United States.
