It's correct I think. It's the amplitude of the carrier that is modulated with digital information.

I'm astonished that stations don't that already.
They do here.  The amount is calculated on the stations turnover, I think. The bigger the station, the more they pay.
Even ordinary businesses that have a radio on in their office/shop have to pay as it's considered a public performance.
That way,the musician gets payed  multiple times.

Way back in the 1980's. one of the big pirates here offered to pay performance rights in an attempt to appear legal but it was refused.

I think the signal on 6230 is the same as the tone transmitter judging by the strength.

(Found in my  old WRTH that there is an inactive TX in Armenia on 1395 kHz with 500 kW)

If I recall correctly,that transmitter was always off channel by a few hertz.

The UK have reduced it's number of high power AM transmitters with Absolute switching off some of it's network, although it will be several years before it's switched off completely.  Low power community may continue for longer. The BBC went through a period of switching off local transmitters to judge if anyone is listening to them. Most, if not all transmitters have returned to air.
Spain seems to be the opposite. Every time a channel in Europe becomes vacant, the Spanish put a transmitter on it. I can receive, at night, about 8 or 9 frequencies broadcasting the exact same programming.

No audio then sudden ID at 1446.  F and M voice. Silence again followed by music (unknown).
