It's Dutch. I don't speak the language, so I'm often not sure which of the mentioned station names is the own ID and which are other stations he send thanks to. I think it's Zender Toulouse thanking Zender Polidor and Radio Nordzee for reception reports.

Your recording is the Russian programme of the Voice of Vietnam. Their transmitter on 9730 kHz is producing spurios signals +/- 32 kHz in 8 kHz-steps for some weeks now.

Today 13 Feb 2021 at 1500 UTC sign on with ID "Dimste Woyane Tigray" and schedule announce of 2 differet times and frequencies.
So I wonder if this has been more likely the entry mentioned as "DW International" scheduled for 1600 UTC ??
Not audible anymore after 1501 UTC as Ethiopia started with noise-Jamming.
