I heard their ID at the beginning of the transmission. Hereīs my recording from Oct 27: https://www.dropbox.com/s/i7eq1nxzg6iyofh/Rostov%206945.MP3?dl=0
So it was clearly Rostov Volmet.
Itīs not a listed Volmet frequency, but the frequency is one of the Russian Regional Aero-Net frequencies. So the Volmet broadcast might have been there by error as I couldnīt hear them on their 8 MHz frequency on that day.

According to Googlemaps the bus station in front of the site is called "Alerta y Control".
So this might be the tx site of Spanish AF GRUALERCON - Grupo de Alerta y Control (callsign "Papayo"). But maybe also used for Civil Operations.
