I have an RTL-SDR v3 so I looked at that link. I'm not interested in listening to the cops so  I'm not going to do anything. Like all things Linux the answer is waiting for you on the web. I did a quick search and found peoples posts from over a year ago. I found this too:

They are all going to say they are working on it. I'm talking about 28Ghz that the FCC is auctioning off. I don't see that happening except for maybe in the largest cities and not for 3-5 years. So what's the rush? (unless the shutdown is going to last for months or years)

What if you took the classic diode ring modulator

and replaced the center taped audio transformer with

The BTL amp could be a China TF card MP3 unit and the diodes 1n5817 or simalar.

If it would work you can't get more simple.

To me the only thing Windows has going for it is it's popularity.
If anyone wants to talk about what can be done with Linux on a computer that fits in the palm of your hand I think it should be moved to another area.
