I’ve managed to catch a polytone signal (sounds a lot like ROS) on 31.325 and 31.975. 

Apparently these are traffic signal (traffic light) control signals from France. Very low power.  Pretty decent catch during VHF low band opening.

Confirmed via the great folks at the RadioReference skip/tropospheric ducting forum - I am now able to confirm a signal that I'm hearing every time the band is open - 32.180 MHz FM with 77.0 Hz CTCSS.  Spanish language taxi dispatch lady YL dispatcher.

Also 31.2000 MHz FM - 203.5 Hz - Spanish speaking taxi dispatcher - apparently this frequency/tone/user has been logged since at least 1988.  31.200 MHz FM 203.5Hz is still active, I last heard it myself a couple days ago - the same time that 32.180 MHz was coming in very strongly and the 27.5-39.5 MHz Dedicated Fisheries Radio VHF low fishing fleet chatter out of Asia was coming in on 29.775 MHz FM, 30.300 MHz FM, 30.775 MHz FM, 30.900 MHz FM, 31.100 MHz FM, 31.800 MHz FM and other frequencies. 

I did some more searching, and a lot of folks have monitored these comms, including on 29.875 MHz FM, and numerous additional frequencies in the 30-35 MHz portion especially, all with the 25 kHz channel steps, and never with a CTCSS or DCS tone/code.

26765 AM - 26.765 MHz AM is coming in almost daily now, same with 27755 AM - 27.755 MHz AM.  Both of these are confirmed taxi dispatch frequencies for Matamoros Mexico.

Among many others, I'm sure.  27.785 MHz is an interesting one, since it's only 3.75 kHz away from UK FM CB channel 19, which is 27.78125 MHz (or 27.781 MHz, or 27.781.25 MHz or 27781 FM 27781.25 FM...).  The other day I actually heard the taxi dispatch lady on 27.785 MHz AM mixing with UK FM CB signals on 27.781 MHz FM!

Yessir, 26.540 MHz LSB is actually an alternate or QSY frequency for 26.555 MHz LSB.  26.555 LSB is often really really busy.

Others include 26.545 LSB, 26.560 LSB, 26.570 LSB and others.  But 26.540 MHz seems to be the most popular. 

Also: 26.225 USB, 26.230 USB, 26.235 USB and of course 27.455 USB and 27.515 LSB.  26.705 AM, 26.715 AM and 27.065 AM are also very popular, next to 26.585 AM and 26.595 AM.

And those are just the ones I managed to get video of.  480 channels, 27.500 to 39.475, straight sequence.  So 29.875 MHz FM is channel 100 on these radios.  Look up FT-801 Fishing Boat Radio or FT-801 Dedicated Fisheries Radio. 

The bands have been alive lately and a lot of VHF low band 29.7 to 50 MHz signals have been coming in (along with 11m signals), but what sets these Asian fishery radio signals apart is the fact that they have no CTCSS (PL tone) or DCS (DPL code) selective calling signals transmitted with them.  They use regular old carrier squelch (CSQ).  99% of the land mobile (and military) comms I've heard in the 30-50 MHz band (and the 29.7 MHz to 30 MHz band) have a CTCSS tone or a DCS code transmitted, to prevent QRM from skip propagation...exactly this situation. 

Yes, the 25 kHz steps do match with the standard 30.000 MHz to 87.975 MHz military FM tactical radio plan, but the military use a 150.0 Hz tone squelch system as well.  It's not one of the standard land mobile tones, but my receivers do decode it as 151.4 Hz (the closest land mobile tone to 150 Hz).  None of these fishery transmissions with the Asian language have had any tones at all, regardless of signal strength.    There are plenty of other land mobile radio systems on these frequencies (a good example is 31.200 MHz, which fits within the 25 kHz channel steps 27.500 MHz to 39.475 MHz band plan) but the traffic on there is in Spanish and has a CTCSS tone (usually I hear signals with a 203.5 Hz tone, but other tones have been logged as well, it's Latin American and Caribbean taxi cab dispatchers).   

By process of elimination, I think what you heard on 29.875 MHz FM is one of these VHF Low FM "Dedicated Fisheries Radio" 27.5-39.475 MHz 480 Channel FM Fishing Boat Radio systems....or you were hearing a different land mobile system that happened to also be on 29.875 MHz.  There's actually a lot of stuff within that little piece of bandwidth between 29700 and 30000.  In the USA the frequencies 29.710 MHz, 29.730 MHz, 29.750 MHz, 29.770 MHz and 29.790 MHz are active land mobile (business radio) frequencies.  They are still used and are still active.  Of course there are freeband CB operators there, but not as many as there are below 28 MHz.

Lots of the radios that this shop has made for folks are in the 100 to 500+ watt output class (ones that include a large amplifier as part of the radio itself and others with an amplifier mated to the radio), such as the Galaxy DX 98VHP, DX 94HP, Superstar 158FFB4, Superstar 158EDX Ranger Long Horn N6, Stryker SR 655 and SR 955 radios, Ranger RCI-69VHP, Ranger RCI 99N4, Ranger RCI-99N2, Ranger RCI-2970DX, Ranger RCI-2970N4, the various other Magnum S9 series rigs, Connex 4600, Connex 4300, Connex CX36HPF-400 and so on.

The Ranger "Long Horn" rigs are apparently really dirty, and some CB shops refuse to sell them because of the amounts of harmonics and spurs they produce compared to the other radios on the market (including all the other radios made by Ranger - that would be: all Galaxy, Superstar, Ranger, RCI, Connex, Mirage, Texas Ranger, etc. branded radios).

These guys love using the "low channels" (frequencies below CB channel 1).  The "low band" or "band C" seems to be where they hang out the most (26.515 MHz to 26.955 MHz). 

26.555 MHz LSB - Latin America SSB DX calling frequency (see also: 27.455 MHz USB) - stations will QSY from 26.555 LSB onto 26.545 MHz LSB, 26.565 MHz LSB, 26.525 MHz LSB, 26.540 MHz LSB, 26.570 MHz LSB and others.

Other kits include the addition of the "B Band" (26.065 MHz - 26.505 MHz) for a total of 120 channels, or even more coverage (for example, 25.995 MHz to 28.045 MHz, 26.005 MHz to 27.995 MHz, 26.695 MHz to 27.965 MHz, etc.

Checking the eastern and central European SDRs this morning, along with East Coast USA SDRs, looks like Latin American chatter is already starting to pop up on the usual in-band channels.

On Polish and German SDRs, noting POCSAG pager activity on 26.500 MHz, 26.550 MHz, 26.600 MHz, 26.650 MHz, 26.695 MHz, 26.700 MHz, 26.745 MHz, 26.750 MHz, 26.800 MHz, 26.900 MHz, 26.940 MHz, 26.945 MHz, 26.950 MHz, 26.955 MHz, 27.300 MHz, 27.350 MHz, 27.450 MHz and 27.845 MHz and offset frequency 27.847 MHz / 27.848 MHz as well as 27.850 MHz.

Nothing on 27.195 (yet) but I imagine the MFSK multi-frequency data signal will show up there as well.

1900 UTC, 27.383 mhz lsb. A group of knuckleheads deciding to create their own channel 2khz under .385. Creates the usual qrm wars that one might assume. The group blows off anyone complaining, of course. ;-)

That's always fun.  They're on what, 27.383 MHz LSB? 

Would make more sense to use 27.380 MHz or 27.390 MHz.  During the peak of the last sunspot cycle, I regularly heard stations on 27.360 LSB, 27.370 LSB, 27.380 LSB, 27.390 LSB and 27.400 LSB (in addition to the usual 27.385 LSB and other nearby legal channels).  2 kHz isn't enough.  Sounds like they did it more to create chaos on 38LSB vs. actually to have a clear frequency.  If they can all move down to 27383 LSB, they can almost certainly move down to 27380 LSB (or up to 27390 LSB). 

Whatever happened to folks just switching to the other sideband?  Every radio that has LSB mode also has USB mode.

Lots of US stations as well.  Noted some odd data bursts on 27.195 MHz (not the usual MFSK signal that comes in when the band is open to Latin America).  Lots of data on 27.255 MHz.  Signals on all 40 of the legal channels.

Still early here on the US East Coast (0645 local time, 1145 UTC).

Noting FSK data bursts on 27.255 MHz (not local) - on my local receivers.  The usual suspects (27025 AM, 27065 AM, 27085 AM, 27185 AM, 27265 AM, 27285 AM, 27385 LSB, etc.) are waking up.

The UK paging frequencies (26.695 MHz, 26.745 MHz, and a couple others) are still coming in, but not nearly as strongly as before.  Noting more data signals on the legal data/RC "Class C" (Part 95C of the FCC rules) frequencies 26995, 27045, 27095, 27145 and especially 27195 and 27255.  Some FM voice on 27275 and 27125, but mostly AM.

Latin American DX now coming in nicely, taxi dispatcher on 26.765 AM is very loud, hearing more Spanish language chatter across the band, including on 26.935 AM and 26.945 AM.  Taxi dispatcher on 26.905 MHz AM mixing in with other stations.
